Mr. Zhao Yide Stresses on Developing the “Belt and Road” International Commercial Legal Service Demonstration Zone During Xi’an Visit, Aiming for a Market-Oriented, Legal, International, and First-Class Business Environment.
On February 4th, Mr. Zhao Yide, the Secretary of the Provincial Party Committee, conducted a field inspection in Xi’an, focusing on the Chanba International Port and the High-Tech Zone, to evaluate the city’s efforts in opening up to the international community. Aiming to enhance Xi’an’s status as a national central city. Mr. Zhao’s first stop was at the Sixth Circuit Court and the Second International Commercial Court of the Supreme People’s Court, where he received updates on the development of the demonstration zone. Mr. Zhao sought to understand the operational role, case acceptance, and innovative features of both courts. Mr. Zhao expressed his hopes for deepening regional and international collaborations, enhancing functions such as overseas legal investigations, litigation services, and dispute resolution, with the goal of offering accessible, efficient, and cost-effective judicial services and support. At the Supreme People’s Procuratorate’s “Belt and Road” prosecutorial research base, Mr. Zhao inquired about the progress in research on prosecutorial theory and practice, talent development, and international exchanges. Mr. Zhao advocated for stronger legal supervision, proactive duty performance, and enhanced local educational cooperation, aiming to maximize the prosecutorial organs’ unique contribution to the high-quality collaborative construction of the “Belt and Road”.
Mr. Zhao then visited the China Shanghai Cooperation Organization Legal Service Committee’s Xi’an Center, the “Belt and Road” Lawyers Alliance Xi’an Center, and the “Belt and Road” International Commercial Dispute Settlement Center in Xi’an. Mr. Zhao reviewed the provision of legal services for foreign affairs, the “financial settlement” mechanism for international commercial disputes, and other relevant activities. Mr. Zhao encouraged further promotion and training for foreign-related enterprises, and the continuous development of a one-stop, diversified international commercial dispute resolution platform to better support enterprises in expanding internationally, attracting investments, and enhancing the high-quality development of China-Europe freight train services.At the Xi’an Intellectual Property Court, Mr. Zhao visited the litigation service counter and courtroom, emphasizing the importance of strengthening the team, improving trial quality and efficiency, and protecting Xi’an’s development into a “dual center” city and the development of new quality productivity.
Mr. Zhao also conducted an on-site inspection of Xi’an Liangjiatan International School to understand its curriculum, educational, and teaching standards. Mr. Zhao stressed the need for enhancing the internationalization level of the city, and to create an environment conducive to attracting and retaining talent.
Throughout Mr. Zhao’s inspection, Mr. Zhao highlighted the necessity for Xi’an to intensify its efforts in establishing a market-oriented, legally compliant, and international first-class business environment. He advocated for market fairness, service convenience, stable legal expectations, and innovation, urging comprehensive measures to boost the city’s international service capabilities, accelerate Xi’an’s global integration, and enhance its pivotal role in bridging domestic and international economic cycles.
The inspection was attended by Mr. Wang Lin, member of the Provincial Party Committee and Standing Secretary-General of the Provincial Party Committee, Mr. Han Deyang, President of the Provincial High People’s Court; Mr. Wang Xuguang, Prosecutor General of the Provincial People’s Procuratorate; and officials from relevant departments in Xi’an and the province.
